LATEST : ANNOUNCEMENT OF THE PSI MASTERPLAN DESIGNER

19 August 2020 – The Penang State Government today announced the outcome of the Masterplan Design Competition (MDC) at an event for the new Penang South Islands (PSI) development. Launched in November 2019, the MDC was convened to ensure the PSI received the best ideas for the project. Receiving an overwhelming global response of 124 submissions from 26 countries including Malaysia, five consortium teams were selected in January 2020 to submit masterplan design proposals.

Envisioned as a game changer for Penang, Chief Minister of Penang Y.A.B. Chow Kon Yeow described the PSI project as a key strategic initiative for Penang in line with the Penang2030 vision. With a clear focus on upgrading the economy and enhanced liveability, the project will be designed to be socially and economically inclusive while empowering and future-proofing Penangites. Most importantly, the PSI will subscribe to Environmental, Social, and Corporate Governance (ESG) green standards and aligned with the United Nations Sustainable Development Goals to address the environmental and climate change challenges. PSI will create thousands of new jobs and engineer a new technology future ready for IR4.0 while enriching the public realm with social housing, extensive public and private amenities including public beaches, leisure parks and waterfront promenades.

To assist the Penang State to select the most suitable proposal for the PSI, a Master Jury Panel (MJP) was assembled comprising prominent Malaysian and international experts in urban planning, architecture and design, economics, marine and hydro engineering, ecology and sustainability, investment, trade and others. Led by renowned Malaysian architect and planner YBhg Tan Sri Ar. Esa Mohamed as the MJP Chairman, the panel were further assisted by a Technical Review Panel (TRP) of independent experts from various fields.

Commenting on the two-month jury process, Tan Sri Ar. Esa reported that the MJP pored through almost 8,000 pages of reports, 3 hours of presentation videos, clarification Q+A’s and culminating with a 2.5 hour online Jury meeting. “The five submissions received were each world class and excellent. We were particularly interested in how they responded to the context and the fishing community, the sustainability and environmental design objectives, how they drive Penang economic engines, preparing for future challenges and the social agendas, the public spaces and overall identity for the PSI, Penang and Malaysia” said Tan Sri Ar. Esa at the event. “The vision for the PSI must be the one that took into account of Penang’s present, learnt from its rich past and fully designed for the future. The Penang South Islands must encapsulate Penang’s future and the hopes of generations to come.”

Receiving the MJP’s decision on behalf of the Penang State Government in a sealed envelope from Tan Sri Ar. Esa, Chief Minister Y.A.B. Chow then announced the successful PSI Lead Masterplan Designer to be Bjarke Ingels Group (BIG) and Hijjas Architects and Planners with their proposal entitled BiodiverCity Penang.

Speaking via video from Copenhagen, Mr. Bjarke Ingels, founder and Creative Director of BIG said “it is an immense honour to be chosen to imagine this new contribution. Architecture and design at its core is the art and science of giving form to our future. In no case is this more evident than here, where we are literally embarking on a journey to create more of Malaysia for future generations. We have decided to set the bar as high as humanly possible by imagining a new archipelago that aims to be both more culturally and biologically diverse than existing conditions. The resultant urban landscape will be a celebration of Penang’s position as a truly global crossroads of the world – economically, ecologically and socially.”

BiodiverCity Penang envisions three biodiverse and sustainable islands designed to secure economic, cultural and ecological growth using local and global technologies with collective knowledge. The BIG team will be working closely with the Penang State Government, collaborators and stakeholders to finalise the masterplan and develop a set of urban design guidelines for PSI. The team will also collaborate closely with the State to ensure that all facets of the project celebrates both the heritage and innovation that has characterised Penang, while creating a home for its growing communities, economies and ecologies.

The
Project

In today’s complex and competitive global environment, cities need to adapt to the myriad changes and disruption brought about by new technology and socio-economic demands. This challenging scenario demands constant adjustments to continually innovate and transform to stay relevant and dynamic.

The Penang South Islands (PSI) project is a key strategic initiative of the State Government of Penang to ensure readiness to accommodate and participate in the digital economy, PSI will be the platform for a new economic thrust that will focus on strategic accelerators, smart enterprises and technology industries; reframing Penang as the centre for innovation and Industry 4.0. The PSI will accelerate the growth of its electrical & electronics (E&E) and services industries, delivering the catalysts for high value job creation. With a state-of-the-art Smart Park for high technology manufacturing, R&D hubs and digital platforms, the PSI will also incorporate key destination driven attractors to activate and unlock the potential of the southern Penang island zone as the new dynamic growth centre.

The people of Penang with its vibrant, diverse communities and cultures are its most highly valued assets. In developing the PSI, the primary Penang pillars such as sustainable, holistic and family-focused objectives will complement and enhance the quality of life for Penangites by providing affordable housing, public and private amenities, with approximately 4.6 kilometres of public beaches, 662.6 acres of parks and a 25-kilometre waterfront.

The tri-islands shall incorporate extensive sustainability and environmental planning benchmarks. Together they will be the pivotal game-changer for Penang moving beyond Penang2030.

The
Project
Site

Penang is located on the northwest coast of Peninsular Malaysia, in the Straits of Malacca alongside one of the world’s busiest shipping lanes. Penang consists of two parts: Penang island, where the capital city, George Town is located, and Seberang Prai located on peninsular Malaysia mainland.

The new Penang South Islands (PSI) will be located at the south-end of Penang island. It consists of three islands (A, B and C), measuring a total of 4,500 acres (1,821 hectares) in total land size. Its strategic location at the south puts the PSI within close proximity to the Bayan Lepas Industrial Zone, the Penang International Airport and the Second Penang Bridge. The creation of the three new islands directly addresses Penang’s two largest socio-economic issues: scarcity of suitable land for economic and urban development as well as traffic congestion.
