ANNOUNCEMENT OF FINALISTS

16 January 2020 – Penang Chief Minister Y.A.B. Chow Kon Yeow today officially announced the five finalists for the Penang South Islands (PSI) Masterplan Design Competition (MDC).

Selection of the finalist teams were based on their capability and experience in projects similar to the PSI; urban design excellence and technical innovation; project outline statement, and importantly, each team’s commitment and credentials in producing sustainability solutions. Each of the consortiums are led by international and Malaysian companies, to ensure all proposals submitted are also informed of local knowledge and context.

Chief Minister Chow at the announcement expressed his hope that each team’s proposals will individually capture the diverse and unique Penang qualities and characteristics, and contribute to the internationally recognised Penang brand.

The Master Jury Panel will be announced by the Penang State Government in early February. All five submissions will be displayed in a public exhibition at the conclusion of the competition.

06 December 2019 – At the conclusion of the Registration of Interest (ROI) on 25 November 2019, a total of 124 submissions were received from 26 countries (40 submissions from Malaysian companies). Three submissions received past the deadline were not considered. A total of 27 submissions have been shortlisted by the Selection Panel to proceed to the Expression of Interest (EOI) stage due 30 Dec 2019. The 5 Finalists will be announced in Jan 2020. The Penang State Government would like to thank everyone for their submissions.

05 November 2019 — Penang is embarking on a key strategic initiative to develop the new Penang South Islands (PSI) as an economic driver for the future of Penang. The PSI will provide a transformation of Penang’s growth engines and prepare the state for Industry 4.0. It will incorporate smart city and smart park features while remaining as an international destination for investment, industrial manufacturing and tourism. As an integrated development, the PSI will be a sustainable development that emphasises the economic, environmental and social aspects, aligned with the Penang 2030 Vision as a ‘people-focused and inclusive’ project.

The State Government of Penang invites the Registration of Interest (ROI) from outstanding Malaysian and world leading architects and planners to participate in the Masterplan Design Competition (MDC). The MDC is an urban design ideas competition and structured as an open international single-stage competition with a qualification process.

Participants are invited to form multi-disciplinary consortiums comprising diverse specialities and expertise in smart city, economics, engineering, technology and innovation, mobility and transportation, landscape, sustainability and environmental design, etc. The MDC will be an open platform to elicit the most creative and strategic propositions towards the development of a compelling master plan that meets and exceeds the expectations and aspirations of the State of Penang.

The ROI process is conducted online and will conclude at 5.00pm (Malaysian time) on Monday, 25 November 2019.

Project

In today’s complex and competitive global environment, cities need to adapt to the myriad changes and disruption brought about by new technology and socio-economic demands. This challenging scenario demands constant adjustments to continually innovate and transform to stay relevant and dynamic.

The Penang South Islands (PSI) project is a key strategic initiative of the State Government of Penang to ensure readiness to accommodate and participate in the digital economy, PSI will be the platform for a new economic thrust that will focus on strategic accelerators, smart enterprises and technology industries; reframing Penang as the centre for innovation and Industry 4.0. The PSI will accelerate the growth of its electrical & electronics (E&E) and services industries, delivering the catalysts for high value job creation. With a state-of-the-art Smart Park for high technology manufacturing, R&D hubs and digital platforms, the PSI will also incorporate key destination driven attractors to activate and unlock the potential of the southern Penang island zone as the new dynamic growth centre.

The people of Penang with its vibrant, diverse communities and cultures are its most highly valued assets. In developing the PSI, the primary Penang pillars such as sustainable, holistic and family-focused objectives will complement and enhance the quality of life for Penangites by providing affordable housing, public and private amenities, with approximately 4.6 kilometres of public beaches, 662.6 acres of parks and a 25-kilometre waterfront.

The tri-islands shall incorporate extensive sustainability and environmental planning benchmarks. Together they will be the pivotal game-changer for Penang moving beyond Penang2030.

Project
Site

Penang is located on the northwest coast of Peninsular Malaysia, in the Straits of Malacca alongside one of the world’s busiest shipping lanes. Penang consists of two parts: Penang island, where the capital city, George Town is located, and Seberang Prai located on peninsular Malaysia mainland.

The new Penang South Islands (PSI) will be located at the south-end of Penang island. It consists of three islands (A, B and C), measuring a total of 4,500 acres (1,821 hectares) in total land size. Its strategic location at the south puts the PSI within close proximity to the Bayan Lepas Industrial Zone, the Penang International Airport and the Second Penang Bridge. The creation of the three new islands directly addresses Penang’s two largest socio-economic issues: scarcity of suitable land for economic and urban development as well as traffic congestion.

Competition

ELIGIBILITY

The Masterplan Design Competition (MDC) is an urban design (town planning) design ideas competition. Structured as an open international single-stage competition with a qualification process open to all qualified Malaysian and international architects and/or planners leading multi-disciplinary project consortiums, intending participants will be required to assemble a world class consortium team in diverse fields such Architecture, Urbanism, Economics, Mobility, Smart City Experts, Engineering and Technology, Sustainability and Environmental Designers, Landscape, etc, that are critical to meet the State Government of Penang’s objectives for selection.

The MDC is an initiative by the State Government of Penang and is organised in collaboration with the Malaysian Institute of Architects Northern Chapter (PAMNC) under the auspices of the Board of Architects Malaysia (Lembaga Arkitek Malaysia), and is based on international standards and guidelines.

QUALIFICATION PROCESS

The Qualification process will be conducted in two phases; a Registration of Interest (ROI) phase followed by the Expression of Interest (EOI) phase. At the ROI phase, an open call notice to all interested architects and/or planners will be launched. Intending participants fulfilling the basic outline requirements stated shall complete and submit the simple one-page ROI form, downloadable from this website. Successful ROI participants will be longlisted and invited to participate in the following EOI process.

At the completion of the ROI phase, participants will be issued with the EOI Memorandum, which will require a detailed capability statement and consortium outline profile. All consortiums are required to have a qualified Malaysian LAM/PAM registered architect and/or registered planner, as a consortia member/s working in association with the project leader.

Any costs incurred for the ROI and EOI submission shall be borne by participants as there are no design works required at the qualifying stage. The qualification process will be conducted by a Selection Panel (SP) nominated by the State Government of Penang to evaluate, deliberate and conduct due diligence on the ROI/EOI submissions for the PSI Competition Secretariat’s concurrence.

DESIGN STAGE

After the qualification process, a short-list of five (5) Finalists will be announced. The Finalists will be issued the Terms of Reference (TOR) Document containing the MDC rules and regulations, conditions and terms, project information as well as the Design Brief and detailed submission requirements with various reports and forms appended. All Finalists will be paid an equal honorarium to participate in the MDC, to be announced at the EOI stage.

The proposal submitted by the Finalist deemed most suitable by the Master Jury panel for implementation at the new Penang South Islands will be appointed by the State of Penang as the Lead Master Plan Designer, subject to terms & conditions.
